    Likely it is polyurethane, commonly abbreviated PU which can take many, many forms depending on its composition. It is commonly used in items such as surfboards, rigid-hulled and inflatable boats, watch band wrapping, and other places where drag or abrasion resistance is valuable.

    Lures are created with molding rubber, fast setting casting plastic, buoyancy spheres, stainless wire, modeling clay and other ingredients–depending on the desired form and function. If you search online you can even find kits to make your own.
